Radio questions like that always keep it ambiguous so they can get more mileage out of the conversation. Filling 3 hours a day isn't easy. Why you never see paramters defined for these questions.
Do the scrubs have to start at receiver over OBJ and Julio? Who are the scrubs? Scrubs is a vague term.
If so the Bortles combo is gonna be better. If the team can proceed in terms of team building like normal team, then you can get Rodgers real weapons around him and that would likely be better than Bortles with 2 superstar receivers.
Rodgers 2015 season he basically did have a shit team around him. And he posted by far his worst completion percentage, yards per pass and QB rating of his career. Somehow, the Packers salvaged a 10-6 season out of this (after a 5-0 start) but this team sucked (started 4-6 the next season as well w/ Jordy Nelson working his way back from ACL injury)
Bortles with 2 of the top 5 WR's in the league would likely do better than Rodgers with all bums if the bums have to play the same % of snaps that OBJ/Julio do.
But if it's just a straight draft where you get Rodgers or those 3 at the same cap # you would take Rodgers cause you don't have to play bums. Rodgers with even a solid team around him is gonna dominate in a way that Bortles likely can't in a perfect situation.

Julio Jones is a beast though. You can literally throw it out there to him sometimes and he'll just snatch it and make a great play.
Bortles #'s last year weren't much worse than Rodgers in 2015 and that's with crap receivers of his own rather than Julio and OBJ. He sucks but Rodgers really struggled in 2015 and this is with a team that atleast had Randall Cobb and a veteran in James Jones. It was bad, but this hypothetical situation would likely be worse.
If you've got 2 guys on the field playing 95% of the snaps and they don't even belong in the NFL then it's gonna be pretty rough. What if they just can't get open against a majority of CB's? We've already seen this with Rodgers in 2015. Rodgers would atleast need a good TE or slot WR to mitigate the disaster that these off the street WR's would bring.
For practical real life purposes, you wouldn't have to play these guys 95% of the snaps though. You could just play other players that don't suck. Then Rodgers would be better.
Brady had garbage receivers in '06 and it was his worst season. Lack of weapons was so bad that it caused the Pats to go nuts in the offseason, do a 180 and get Moss, Welker, Stallworth. Wholesale changes.
But even he had elite coaching+easy AFC-East schedule+solid OL+good TE's+top defense that year. And even then it was his worst year, uphill battle all year.
So if Rodgers did have to play with 2 bum WR's on all the snaps, the other variables better be in his favor.

My answer is Bortles and julio/OBJ. Bortles has a strong arm. He could do some damage with those two. Rodgers and two wr that cant even make another roster would suck
